Thomas M. Pigoski - President & CEO

Thomas M. PigoskiThomas Pigoski founded TECHSOFT in 1990 following a 20-year career in Naval cryptology, and is internationally known in the field of software engineering.

Mr. Pigoski specializes in a practical approach to software maintenance. He has made significant contributions in the planning and transition of legacy systems to modern systems for organizations that have implemented software maintenance plans. These contributions have been recognized throughout the industry. During a software engineering career that spanned more than 30 years, Mr. Pigoski planned, established, and directed the operation of software activities for large-scale U.S. Department of Defense Systems.

Mr. Pigoski prides himself in his personal involvement with TECHSOFT's customers in the execution of our contracts. His involvement with the Space and Naval Warfare Systems Center (SPAWARSYSCEN) in Charleston, S.C. was key to their being the first SPAWAR site to achieve CMMI® Maturity Level 3 certification. Mr. Pigoski is an authorized Instructor of SEI/CMMI classes, as well as an SEI-Authorized Appraiser.

Mr. Pigoski is a past General Chair of the IEEE Computer Society's International Conference on Software Maintenance (ICSM), and is a frequent speaker at national and international software conferences. In 1990, he received the Software Maintenance Association's 1990 Newsmaker of the Year Award for his contributions to the field of software maintenance.

An accomplished author, Mr. Pigoski has written two books: Life Cycle Strategy: Software Support on the Front Line (Software Maintenance News, 1995) and Practical Software Maintenance, Best Practices for Managing Your Software Investment (John Wiley & Sons, 1997). He also authored a chapter titled "Software Maintenance" in the Guide to the Software Engineering Body of Knowledge (SWEBOK®, 2004).

Mr. Pigoski serves as the Project Editor for the IEEE Computer Society's current effort to develop a single standard for the software maintenance by combining the IEEE Standard on Software Maintenance (IEEE 1219) and the ISE Standard (ISO/IEC 14764).

He holds a Master of Science degree in Computer Science from the University of Hawaii, as well as a Bachelor of Science in Mathematics from St. John's University.

Dan Shanholtz - Vice President

Dan ShanholtzDan Shanholtz is Vice President of TECHSOFT. As Vice President, Mr. Shanholtz is second-in-command and has day-to-day responsibility for contracts execution, customer communication, accounting, business development, and all facilities management.

Mr. Shanholtz' background prior to TECHSOFT was an outstanding Naval career spanning almost 22 years, during which he served as Cryptologic Technician at various duty stations in the Far East, Europe and the United States.

In 1988, Mr. Shanholtz transferred to the Naval Security Group Detachment (NSGD) Software Support Activity as Chief Programmer/Team Leader. His team was involved in software maintenance and process improvement projects until his retirement in 1991.

Mr. Shanholtz holds a Master of Science degree in Business Management from Troy State University and Bachelor of Science degree in Computer Information Systems from the University of the State of New York.

Bob David - Vice President of Operations

Bob DavidBob David is TECHSOFT's technology leader. As Vice President of Operations, Mr. David is actively involved in management, technical contract execution, and other corporate commitments. In addition to these management responsibilities, he personally serves as the Program Manager of a Congressionally-funded joint U.S.-Norwegian Common Information Centric Security project.

Mr. David has over 25 years experience in a variety of computer-related fields and possesses a strong programming background in several languages and various platforms. He has designed and implemented numerous Wide and Local area networks, and has developed and taught highly-technical computer science courses at the university level.

Mr. David joined TECHSOFT in 1994 after his retirement from the U.S. Navy. During his 21-year Naval career, Mr. David served in a variety of technical lead roles, including four years as Operations Chief for the European Cryptologic ADP Coordination Center/Senior Analyst for Shore Cryptologic Support Systems. His last assignment was as support networks Program manager for the Naval Technical Training Center in Pensacola.

Mr. David holds Master of Science degree in Computer Science from the University of West Florida, where he has served as a part-time instructor for the past 10 years. He also holds a Bachelor of Science degree in Information Systems from the University of Maryland.

Mike Knox - Director of Engineering Process Services

Mike KnoxMike Knox, Director of Engineering Process Services for TECHSOFT, is responsible for implementing process improvement and best practices for customers based on the CMMI® model, with a particular emphasis on revitalizing the systems and software engineering processes for clients. Mr. Knox has participated on several SCAMPISM appraisals.

With more than 20 years of experience and knowledge in information technology and systems analysis, Mr. Knox is applying proven leadership, sound consultation techniques, training, and tools to implement value-added process improvement for DoD and commercial agencies.

Mr. Knox is authorized by the Software Engineering Institute (SEI) as an Instructor for the SEI's Introduction to CMMI® course. He holds a Bachelor of Science degree in Industrial and Systems Engineering from Ohio State University and an MBA from Kennesaw State University.

Stan Allsopp - Director of Training Services

Stan AllsoppStan Allsopp serves as Director of Training Development for TECHSOFT, as well as the company’s Senior Training Specialist.

In this role, Mr. Allsopp serves as project coordinator for all planning, coordination, documentation, testing, and maintenance of complex modeling and simulation projects for the DoD. He has also served as project coordinator for multiple successful projects to develop and deliver web-based courseware and multimedia computer-based training classes for various DoD customers.

Mr. Allsopp joined TECHSOFT in 1995 after retiring from the Navy with 24 years of experience in leadership positions in cryptologic operations, training, and management. Mr. Allsopp has more than 13 years of experience in cryptologic training, ranging from training management and training systems design and development, to curriculum design and development.

While serving as Chief of the Military Cryptologic Training Division at the National Security Agency's National Cryptologic School, Mr. Allsopp was responsible for managing the planning and budgeting for all DoD cryptologic training system procurements, course content, technical adequacy, and manning. He also managed a major programming effort to upgrade training delivery methodologies across the DoD, incorporating many automated strategies. During his three years in this capacity, Mr. Allsopp managed a staff of 40 personnel while chairing numerous NSA and DoD committees on the advancement of training processes and methodologies. He championed many distance learning techniques that he continues to advance while leading TECHSOFT's training development projects.

Mr. Allsopp's career with the U.S. Navy included responsibilities as Executive Officer for a command over 1,000 people at the Naval Computer and Telecommunications Station in Rota, Spain. He also served as Director of Cryptologic Training for the U.S. Navy while stationed at the Naval Technical Training Center Corry Station, responsible for over 60 highly technical and complex formal courses of instruction, over 500 staff instructors, and a daily average student count of over 3,000.

Mr. Allsopp holds a Master of Arts degree in Management from Central Michigan University, as well as a Bachelor's degree in General Arts and Sciences from Penn State University.

Mike Shanholtz - Director of Information Assurance and Network Engineering

Mike ShanholtzMichael D. Shanholtz serves as Director of Information Assurance and Network Engineering for TECHSOFT. In this role, Mr. Shanholtz manages the company's commercial and government networking and information assurance responsibilities.

Mr. Shanholtz holds a Master of Science degree in Information Assurance from Norwich University, and a Bachelor of Science degree in Computer Science from the University of West Florida. He is a Doctoral Candidate in Computer Science with a concentration in Information Assurance.
